It is clear that not a single commercial structure will not invest such large-scale budgets in such an object because it cannot be economically profitable in principle. The ratio of investment in the construction and maintenance of such a facility and the dismal state of infrastructure facilities in most cities and towns, where the deterioration of heating utilities is beyond all extending periods and the population remains without heat and water, where due to budget optimization hospitals are closed and often people need several hours to get to medical facilities to receive medical care, the catastrophic deterioration of the street and road network outside Moscow and St. Petersburg, and the monstrous state of the infrastructure in most cities and towns.
It simply cannot coexist in one country at the same time, facilities worth billions of dollars for officials and a large part of the country’s population unable to provide themselves with all modern social benefits at a standard level, in other words, being at the poverty line and unsettled.
It remains only to state the fact that this object is the most expensive monument to corruption in Russia, but the scale is truly imperial. In the construction of which there was not even a budget limit.
